QUESTION
does the stemer basket have holes on side or bottom? If bottom how does rice stay in?
ANSWER
Hello, the rice goes in the water in the bottom pan. The steam used from cooking the rice cooks the vegetables in the insert on top of it, and when it's done cooking, the rice absorbs the remaining water. Thank you!

QUESTION
How much clearance is there for water below the insert? There doesn't appear to be much - which means the rice could be in the water.
ANSWER
Hi, I believe the rice is supposed to be in the water, in the bottom pan. The steam used from cooking the rice cooks the vegetables in the insert on top of it, and when it's done cooking, the rice absorbs the remaining water.
